This is a question for your homeowners insurance company. Typically, this expense is covered but you need to contact your insurance carrier for the details. That is possible. Frozen gutters provide another obstacle to make it harder for water to get off the roof. This is a "catch 22". Gutters may cause a slight increase in the potential for backup problems, but not having gutters can cause serious basement water problems in the summer. Our recommendation is to keep your gutters. Just make sure they are installed securely enough to take the ice load.

I Googled snow removal in Northborough, MA area and Richard Roofing was the only one that came up so I called them on the Friday January 28th. I spoke with Maurice Richard the owner and he told me he would be there on either Wednesday February 2nd or Thursday the 3rd because he was booked solid. Well it was getting dark on Thursday so I gave them a call to see what was going on.
I talked to Maurice and he told me he was sorry and because of the latest snow storm that roofs were taking longer. Ok I get that, so he said definitely Friday (the next day). Well Friday came and went guess what no-call no-show, so I called again. He apologized and said maybe the weekend or following Monday. Well I am writing this on Saturday February 12th and he never came! I had to grab a crew from my next door neighbor who is on my roof doing a great job now at half the price Maurice quoted me.
